eu-LISA is the Agency of the European Union (EU) established to provide a long-term solution for the operational management of large-scale IT systems, which are essential instruments in the implementation of the asylum, border management, and migration policies of the EU. The Agency's core mission is to be dedicated to continuously add value to Member States, supporting through technology their efforts for a safer Europe. To support eu-LISA's core administrative functions, non-ICT consultancy services are necessary to ensure the provision of deliverables in support of activities carried out by the Agency to ensure governance, planification, business continuity, and internal control towards the execution of its mandate.
Currently, there is a need for a Recruitment Specialist for the Human Resources Unit/Talent Management Sector comprising support with:
- selection and recruitment through screening, review, scheduling of meetings and interviews as well as;
- administrative verification of documents;
- Learning and Digital Communication.
What will you do?
Provide overall support throughout eu-LISA's
recruitment
Draft job descriptions and/or vacancy notices;
Assist with conducting a thorough screening of
applications against eligibility criteria, and support the
initial evaluation of candidates;
Support the coordination and scheduling of interviews
and written tests
Maintain meticulous and up-to-date recruitment
records, including overview tables, data entry and
documentation and ensure compliance with regulatory
standards and internal practices;
Demonstrate proficiency in drafting correspondence
and preparing documents for diverse recruitment and
selection workflows, maintaining a high standard of
professionalism and accuracy;
Support the overall reserve list management by
identifying suitable candidates in the database for
current openings based on requirements;
Assist with employer branding or other digitalization
initiatives, upon need.
Collaborate with team members to ensure smooth
coordination of recruitment and selection processes
and support the overall efficiency of the Talent
Acquisition function.
Conduct proactive outreach to potential candidates
through various channels, including social media
platforms, professional networks, and industry-specific forums to attract top talent;
Build and maintain a robust talent pipeline of passive and active candidates through strategic relationship building and ongoing communication to ensure a steady pool of qualified talent ready to apply for open eu-LISA vacancies;
Develop and maintain relationships with universities, professional associations, and other relevant organizations to expand the network of potential candidates. For the implementation of these tasks the following tools and documents will have to be used:

A higher education attested by a diploma;
Minimum 4 years relevant professional experience, of which minimum 3 years experience in human resources;
Ability to work under pressure and respond to changes in a rapidly evolving work environment;
Exercise professional discretion in a highly confidential work environment;
Cooperate smoothly in a multicultural environment;
Proven strong level of personal integrity;
Supportive and helpful personality, with a cooperative and service-oriented attitude;
Good communication and interpersonal skills;
Proficiency in written and spoken English (level C1 or higher);
Good level of Estonian language (level B2 or higher).
